My new frugal favorite came from Martha Stewart - believe it or not. :) She'd used old paint chip cards to create gift tags. I had a stack in my office, along with scissors that create interesting edges, random stickers from projects past and colored pens. It's easy to make a really appealing gift tag out of stuff on hand. My mother-in-law is a long-time fabric ribbon fan. It's incredibly inexpensive, and I'm sure that we've traded the same bits of ribbon back and forth dozens of times - and it looks far more sophisticated than the inexpensive bows that end up in the garbage.
