I can't imagine going without our libraries, we are there two and three times each week. Hours and staffing changed awhile back when funding was cut and they now charge a yearly membership to out-of-state patrons. (we live just across the line) I don't mind the $20, it's still cheaper than a bookstore. I really hope they get this turned around for you. Unfortunately I think the powers that be thought the libraries would be a good bargaining chip to raise taxes, and it backfired. I'm sure the libraries will reopen at some point.
